With bans being enforced in cities across the state, Arellano said, lowrider owners often couldn’t drive down the streets of their own communities. The cars are a point of pride, she said, with owners investing thousands of dollars — sometimes hundreds of thousands — to refurbish and transform them. She recalled how, after National City banned cruising in 1992, she and other car owners took to the side streets off Highland Avenue, but officials closed those areas too.
